Desenvolvimento local e arranjos institucionaisavaliação da implementação do Programa de Articulação Regional de Políticas Públicas do Sebrae-SP

Resumo

This paper is dedicated to analyzing, evaluating the implementation, and proposing recommendations for the “Programa de Articulação Regional de Políticas Públicas” (Regional Public Policy Articulation Program) of Sebrae-SP in order to increase its reach and impact. The project aimed to disseminate Public Policies related to the National Act for Micro and Small Enterprises in the municipalities of the State of São Paulo, encourage the creation of institutional arrangements that result in the local development of their respective regions, and enhance the presence of Sebrae-SP as a partner to key stakeholders in the territory to promote a favorable business environment. The concepts of Local Development and Institutional Arrangements are explored and related to the importance of municipalities. The theoretical foundations of analysis encompass the evaluation of public policies and programs, and the adoption of Pfeiffer's Logical Framework Method to provide an overall understanding of the project. Based on the analysis of the Logical Framework, relying on documentary material and interviews with the actors involved in the project, it is concluded that it is necessary to define a clear central objective, improve the methodology of regional meetings, and develop indicators to assess the political articulation carried out. On the other hand, success was observed in expanding the presence of Sebrae-SP throughout the territory of the State of São Paulo and in the concrete implementation of various public policy consultancies focused on entrepreneurship. In its conclusion, the paper recommends corrections for a new cycle of the project, through collective construction involving the various actors involved, as well as suggesting the "exportation" of the project to other states within the country and to other countries, in organizations equivalent to Sebrae-SP.
