Resumo
Purpose: to investigate the impact of the benefits granted by the National Institute of Social Security (INSS) on the economic development of Brazilian municipalities. Design/methodology/approach: the study applies a quantitative approach, with an emphasis on the analysis of secondary data, culminating in an associative causal research that uses multiple linear regression models and unidirectional causality testing. Findings: the analysis reveals a weak negative correlation between the Value of Benefits Issued (VBE) by the INSS as a proportion of the Gross Domestic Product (GDP) and the economic growth rate. This suggests that, at a certain point, dependence on social benefits may reduce the per capita GDP of a municipality. Conversely, the same linear regression model indicates that improving access to INSS services, as measured by the Home Coverage Index (ICD), boosts long-term economic growth, positively impacting indicators such as health, education, and income. The research also identifies several strategies for social security and the Unified Social Assistance System (Suas) to stimulate productivity and the formal labor market, thereby expanding equality of opportunity. Research limitations/implications: difficulty in obtaining complete and consistent data over time for all Brazilian municipalities. Practical implications: formulation and evaluation of the social protection system with the purpose of increasing the efficiency of INSS spending and promoting economic development in Brazilian municipalities through a multidimensional sustainability approach. Additionally, the research contributes to integrating the INSS database with other institutions to create conditions for implementing collaborative governance and developing evidence-based public policies. Social implications (if applicable): the research presents evidence that can be used to optimize the impact of the benefits granted by the INSS on economic growth and the reduction of social and regional inequalities. Additionally, the research highlights the need for collaborative governance and greater autonomy for the INSS, pointing to pathways for a more efficient public administration. Originality (if applicable): Focus on the relationship between the benefits granted by the INSS and local economic development with statistical modeling and a multidimensional approach.
