Resumo
Based on the findings of non-compliances reported by Tribunal de Contas do Estado de São Paulo (TCESP, the Court of Auditors of the State of São Paulo) regarding the recurrent and high ratio hiring of temporary teachers in municipal education systems in in São Paulo state, the present study aims to explore aspects of management of teaching staff in Public Administration. The research seeks to generate data and information that can support the Court of Auditors in its strategic plan for continuous improvement of core processes of auditing municipal accounts, and in the analysis of educational public policies. The study addresses issues related to the historical context in Brazil, the valorization (or insecurities) of the teaching career, the causes and impacts of temporary hiring in public education systems, factors that drive or inhibit entry and stay in the public teaching career, initial and continued education, and characteristics that are inherent to the teaching profession. Based on a case study on the municipal network of Olímpia (State of São Paulo) the research was intended to have a mixed approach of methods, consisted of: secondary data collection, such as legislation review and analysis of quantitative data, supported by a literature review about public policies and valuing of the teaching career in Brazil; and primary data collection, with the application of interviews with municipal managers and teachers of Elementary Education. The triangulation of interviewees' narratives with data analysis and documents about the municipality and the municipal educational system revealed gaps in teacher valorization in Olímpia, permeating the view that being a teacher is a calling above everything else. However, it was possible to envision ways to minimize fallouts in remuneration and other aspects of teacher management in the municipality, to enable greater career attractiveness when compared to external competition. Finally, from the critical analysis of TCESP's performance in addition to the results obtained from this research, it was possible to formulate recommendations for process improvements or to create new tools to, in a pragmatic way, assist the Court of Accounts in its mission, vision and values.
