Coordenação governamental no presidencialismo de coalizão brasileiroestudo de caso sobre o Ministério das Cidades no governo Lula

Resumo

Brazilian coalition presidentialism has been the focus of several researches, which sought to understand this political system´s governability and the relationship between the Executive and the Legislative branches. Notwithstanding, there are few studies that approach the internal functioning dynamics of the Executive branch and its consequences on the public policies. Therefore, based on the presupposition that the Brazilian presidentialism is enabled by the establishment of party coalitions, in which the President obtains the allied party´s support in Congress through the cession of ministries, this research aims at expanding the comprehension on governmental coordination, in other words, the goal is to understand how the President acts in order to guarantee that its ministers will implement its government agenda accordingly. The initial hypothesis of this research consisted in the existence of two independent variables – the cession of a ministry to the coalition and the definition of public policies as priority –, which were decisive to the selection of a governmental coordination type centralized in the Presidency. Nevertheless, the evidence collected in the case study, the Ministry of Cities in Lula´s government, confirmed partially this hypothesis, since the strengthening of the centralized coordination was noticed only with the launching of priority policies in the urban field (PAC and PMCMV).
