Resumo
Purpose – This study analyzed the possible reactions of the bureaucracy, represented by civil
 servants who work in the Securities and Exchange Commission of Brazil - CVM, in the face of
 projects that may be considered democratic backsliding. Methodology – The methodological approach used is characterized as quantitative, exploratory in nature, in addition to being descriptive and analytical. The study was carried out with the experiment´s list elaborated by Guedes Neto and Peters (2021), which had also been used by Lobo (2022), which were adapted for application in the CVM. The study was carried out with a convenience sample, with civil servants working at CVM. Data collection was performed
 using a questionnaire prepared on the Qualtrics platform, which guarantees the anonymity of
 the participants, as well as randomization between the control and treatment groups.
 Findings – Civil servants have been shown to be willing to consider democratic norms when
 making decisions. Research limitations – The study was limited to evaluating the intention, not the actual
 behavior, being tested in only one public institution, which limits its generalization.
 Practical implications – The study gives rise to knowledge that can help to achieve more
 efficient and effective results in public institutions, as a better understanding of the functional
 body makes it possible to think of more appropriate strategies for its coordination.
 Social implications – The findings of this research can serve as a basis for improving the
 institutional policy for people management, addressing issues related to the motivation for
 public service and the belonging of public servants.
