Resumo

Objective – understand how Decree 11.443/2023 is being developed nationally in combating racism and sexism, based on the perceptions of the interviewees regarding the minimum percentage of representation of Black women with space and voice in the public sector. Additionally, to verify whether there are points of communication between the different realms of Black Feminism and the Brazilian Public Sector. Methodology – a qualitative research with content analysis, conducted through semi structured interviews with 14 (fourteen) Black women selected based on the following criteria: (i) involvement in the formulation and implementation of public policies on race and gender in the public sector, and (ii) perspectives rooted in Black feminism. Results – the evidence indicates: (i) There are communicative connections between the different realms, of the 34 (thirty-four) codifications, 15 (fifteen) dialogue with each other. (ii) The percentage that would represent Black women in leadership positions proposed in Decree nº 11.443/2023, the majority of Black Feminism suggested a range between 15% and 20% as a representation index for the most oppressed group in Brazilian society. The Ministry of Racial Equality (MIR) and the Ministry of Management and Innovation in Public Services (MGI) did not indicate a percentage, as the process is in the preparations phase. However, they mentioned that the goals will be established based on the reality and composition of each agency. Limitations – the research was limited to an average sample of two organizations per region, despite the Articulation of Black Women’s Organizations (AMNM-Articulação de Organizações de Mulheres Negras) being composed of 45 organizations throughout Brazil. This limitation occurred due to outdated or unavailable contacts of representatives from other movements, resulting in a reduced margin of perceptions by State. Within the scope of the Brazilian Public Sector, only the authorities mentioned in Decree nº. 11.443/2023 were considered - Ministry of Racial Equality (MIR) and the Ministry of Management and Innovation in Public Services (MGI). Applicability of the work – to propose, through listening to the voices of those who view public policies as a new tool, initiative, and systematic approach to creating, enabling, and improving inclusion and diversity policies within the Brazilian public administration. Understanding and considering the perspectives outside the public sector, particularly those who stimulate public policies, contributes to mobilization or action in support of the cause advocated by Black Feminism. Contributions to society – the relevance of this research is evident to Black women, aligning with the thoughts of existing Black feminist movements on public policies conducted by Public Administration. Originality – an original understanding of the humanistic vision of Black feminist thought (sisterhood) by listening to the voices of Black women representing Black Feminism on how they perceive public policies formed by the Brazilian public sector.
