A redesign of the State for socioeconomic development and changea stretegical agenda for the discussion

Resumo
The article intends to expound the issue: State's redesign before the new problems and demands, and for that it examines four successive moments of analysis. Firstly, it states the world context in which redesigning of the State is being discussed. Secondly, it comments about the type of State suitable to the 21th century. Thirdly, it advocates the need to provide the new State with a new type of public management. Finally, an agenda of open questions, of strategical character, is presented.
