Resumo

The study evaluates the performance of the National Social Insurance Council (Conselho Nacional de Previdência Social – CNPS) over the 1990s. The CNPS was created in 1992 to allow for the co-participation of workers, employers and retirees in governing social security in Brazil. The evaluation is based upon a reconstruction of the early determinations on the CNPS’ structure, a comparison between recommendations approved by CNPS and the administrative acts of the National Social Insurance Institute (Instituto Nacional do Seguro Social – INSS) and the Social Insurance and Social Assistance Ministry (Ministério da Previdência e Assistência Social – MPAS). A third step of the analysis includes the results of interviews with a selected group of current and former members of CNPS. The paper concludes that there is a consensus on the insufficiency of the current form of practicing the co-participation in the social security area and a need for reform.
