A interiorização da educação corporativa na Escola de Governo da Administração do Estado de Pernambucodesafios e perspectivas

Resumo

Objective: To analyze, based on available data, the institutional capacity of the Pernambuco State School of Government Administration (EGAPE) in relation to the project of bringing its courses to the interior of the state and making them available to municipalities. Methodology: To investigate the impacts of offering courses by the Pernambuco State School of Government Administration (EGAPE) to civil servants in Pernambuco's municipalities, through the author's practical experience as Director of the institution. The objective is to understand the effects of the training program on municipal civil servants, considering their qualifications, the relevance of the content offered and the challenges of using educational technologies. The research uses interviews with civil servants and analysis of institutional documents, in addition to a literature review on corporate education, distance learning and public management. The main conclusions highlight the challenges and opportunities for improving the interiorization of courses, with recommendations for the continuity and success of the initiative. Limitations include the restricted sample and the lack of specific studies on the topic. Expected results: Identify characteristics, scope and teaching methodologies that are most appropriate to the project, according to local specificities, pointing out challenges and obstacles. Limitations: Lack of specific literature; program still in the maturation phase; Evasive responses to questionnaires due to fear of exposure due to possible criticism of the models; Practical Contributions: Understanding obstacles, especially political and management barriers to consolidating the process in the cities; Understanding EGAPE's infrastructure and personnel limitations to meet the demands of the municipalities with quality; Expansion of the course portfolio based on contributions from the municipalities; Expansion of the State's vision of the administrative reality of cities in Pernambuco, enabling the review of collaborative processes for the benefit of the population; Establishment of a culture of continuous learning among teams; Strengthening the culture of maintaining qualified personnel in the cities. Social Contributions: Identification of the perspectives of municipal public servants, including their levels of satisfaction, motivation and perception of the benefits and challenges involved. Analysis of the policies and strategies adopted, identifying good practices and lessons learned that can contribute to future improvements, recommending ways to overcome the challenges identified, in order to promote the program, considering aspects such as infrastructure, training of instructors, partnerships with regional agencies and adaptation of teaching methodologies. Originality: This report addresses the perception of the effectiveness of the actions and teaching models proposed to public servants located in the interior of the State of Pernambuco.
