A Inclusão de pessoas com deficiência em contratos administrativos de órgãos públicos no Distrito Federal

Resumo

The present work developed within the scope of the Master’s Program in Public Policy and Development, of the Institute for Applied Economic Research (IPEA), results from the research whose main objective was to analyze the experiences in the management of administrative contracts of a social nature that promote the inclusion of People with Disabilities (PCD) in the scope of six public bodies of the executive, legislative and judiciary powers operating in the Federal District, namely: Federal and Territories Court of Justice (TJDFT), Federal Regional Court of the First Region (TRF1 ), Superior Military Court (STM), Ministry of Justice (MJ), Ministry of Science, Technology and Innovation (MCTI) and the Federal District Court of Auditors (TCDF). The study relied mainly on bibliographic research and document analysis and data collection through interviews with managers of administrative contracts. From the theoretical contributions resulting from these stages of the study and also from the qualitative analysis of the interviews carried out, the reader will be able to verify what are the strengths and weaknesses in this type of contract and what are the limits of the inclusion efforts observed and gather contributions to adopt or improve this type of contractual experience in its sphere of competence, in order to expand and qualify the inclusion of people with disabilities. The presentation of the study in a Technical Note format aims to promote a dialogue with the professional field and a presentation of the content in a more objective and practice-oriented way. From the experiences presented, it is possible to demonstrate the positive results and possible adjustments in the implementation of contracts of this nature in order to broaden the debate for the construction of policies aimed at the inclusion of people with disabilities in the labor market.
