Resumo

This dissertation analyzes the evaluation of the Municipal Effectiveness Index (IEG-M) in the municipality of Porto Ferreira. The IEG-M is an instrument used by the Court of Auditors of the State of São Paulo (TCE-SP) to assess the management of municipal governments in the state. The IEG-M has been systematically used as a parameter for evaluating annual municipal accounts. The aim of this study is to describe the index, its peculiarities, and carry out a brief analysis of the performance of municipalities in São Paulo. In view of this, the work seeks to understand to what extent the city of Porto Ferreira can improve its grade, considering the parameters indicated in the evaluation of the TCE-SP of 2022, based on the study of the questionnaire answered by the Controller General of the Municipality for the report of 2022, base year 2021. Nevertheless, the work seeks to bring suggestions to the managers of Porto Ferreira, but also to the municipal managers of São Paulo in general, in order to improve the evaluation of the IEG-M and, consequently, their management. The purpose of this work is to produce an analysis of the IEG-M of the municipality of Porto Ferreira. The study sought to understand failures in the filling and the effective practices that can lead to an improvement in the city's index. In this way, the work also creates an executive summary that allows managers to guide their actions in the upcoming years in order to improve the evaluation of the IEG-M.
