Resumo
This dissertation addresses the importance of the collaboration regime in the implementation of Education Plans in Brazil, highlighting the complexity of the Brazilian federative model and the lack of alignment between the goals of municipal plans and the National Education Plan. It also discusses the effects of constitutional change on education financing and the fragility of the collaboration regime, in addition to addressing the motivation of education professionals and the use of behavioral strategies to improve educational results. The study concludes that it is necessary to establish an effective collaboration regime, monitor goals in a coordinated manner and seek solutions to the financial imbalance, aiming for quality education supported by adequate financing. The study is structured in the format of three articles and structured in three sections with distinct themes that correlate and impact the day-to-day life of public educational administration, the day-to-day school life, the teacher and student learning. In the first part of the study, we analyzed the impact of the Brazilian federative model, seeking to understand how we can respect the autonomy of subnational governments, correlating it with the collaboration regime and its importance in achieving the goals of the National Education Plan. The second part of the study is dedicated to understanding the impacts of Constitutional Amendment 108 on the financing of Brazilian public education, looking for evidence on the pace of revenue growth and the difficulty in meeting the national teaching salary minimum. It brings data on public education financing in Brazil and seeks to correlate these observations at a national level with the five Brazilian regions and with the municipality of Canarana – MT, where I work as Municipal Secretary of Education and Culture. The last section is dedicated to understanding the contributions of behavioral economics to education and the use of nudges which, respecting the teacher's freedom of choice, impact, through extrinsic and intrinsic motivation mechanisms, the teacher and, consequently, the student's learning outcome. Finally, we conclude by seeking to correlate the support points of these three articles on educational results and the advancement of the goals of education plans.
