Resumo

The objective of this thesis is to understand the role of the federal government in basic education from the perspective of intergovernmental relations. Specifically, it aims to qualify the characteristics that define what is referred to in the literature as federal coordination by the Union, and to understand its effects on the induction of educational policies for Brazilian states and municipalities. This relationship is analyzed through a historical reconstruction divided into three periods: pre-1988, post-1988, and the Bolsonaro government. Until the democratization process, the Union lacked a strong federative coordination model in the field of education. With the Federal Constitution and the establishment of the regime of collaboration in the chapter on Education, a new model of coordination and federal induction emerged, which had a significant impact on the educational system. However, during the Bolsonaro government, there was a sharp disruption in this coordination pattern, weakening the relationships among the three federative entities and worsening the country's educational performance. In summary, the analysis presented in this thesis reveals that the actions of the Ministry of Education (MEC) in the federative coordination of Basic Education improve its outcomes, considering the territorial inequalities in the country and the need for a national vision to align implementation by states and municipalities. Many measures can be taken to enhance federal coordination, but without it, as demonstrated by the long historical trajectory and the Bolsonaro administration, there is a high probability of deterioration in educational policy. In this context, it becomes essential to establish a National Education System that ensures continuous coordination and articulation between the federal government, states, and municipalities.
