Resumo
This article investigates the relationship between agency-level diversity and diversity in top-level leadership positions within the public sector. The research addresses the transposition of organizational behavior theories, such as the concept of diversity, the homophily principle, and role congruence theory, into the field of public administration, linking these concepts to representative bureaucracy. It proposes that more diverse agencies tend to have more diverse top-level leadership, better reflecting the society they serve. The political orientation of politicians is considered an important moderator of this relationship, suggesting that political alignment can influence the promotion of minorities within agencies. The results show a positive correlation between diversity at the base and at the top of the hierarchy. However, factors such as agency size and the political inclination of politicians can significantly impact the promotion or stagnation of diversity in leadership positions.
