Resumo

The field of study for this project is racial and gender inequality in the Brazilian public sector, a topic of significant relevance in both national and international literature. Gender and racial inequalities reflect the underrepresentation of women in positions of power and decisionmaking, disproportionately affecting Black women. In the field of public policy, these disparities result in intersecting social differences that make it more challenging for Black women to ascend to top management positions. This study aims to analyze the barriers affecting the retention and advancement of Black women in high-level leadership positions within the public sector and to propose a set of recommendations with strategies to overcome the identified barriers. The methodology employed is qualitative, utilizing semi-structured interviews and document analysis to better understand intersectionality, current policies, and potential strategies for addressing these challenges.
