Resumo

Given the advances in recent years in the field of public policies and its management tools, such as the public budget as an instrument of planning, management and reduction of inequalities, the purpose of this study was to understand how the budget expenditure related to the gross remuneration of active public servants of the direct administration of the City of São Paulo was arranged in the territory, if there would be, eventually, inequality in the distribution of public servants in the regions more distant from the downtown. Therefore, to answer this question, the methodology used started with the bibliographical mapping about the field of public policies and its cycle, agenda setting, public budget and budget regionalization, in addition to working quantitatively with secondary data, obtained through the city's transparency and open data portals, about the remuneration of active public servants of the direct administration, thus placing them in statistical and cartographic models. In return, it was possible to glimpse that the gross annual remuneration of the public servants is concentrated in some agencies, such as education and health sectors due to the number of servers allocated in these areas, but in all cases, there was a strong correlation between the gross annual remuneration and the number of servers. Additionally, from this point of view, of the active public servants of the direct administration, there is a concentration in the Sé district, however, due to the high number of local Cityhall offices and because it is a crossing location. Nevertheless, for the more distant regions there is a good disposal of public servants, especially in the East, North and South regions.
