Water withdrawal licensing criteria

Resumo

Despite being a basic instrument for water resources management, water licensing technical procedures have not been receiving enough attention from technicians. Existing references usually address bureaucratic aspects, with poor consideration of the technical side of the subject. This paper tries to consider in broad terms technical licensing procedures for water abstraction return flows, integrating these procedures to water resources planning and environmental licensing in the river basin. So, the paper describes at first conceptual aspects of the subject, following an application in a case study to the Piracicaba river basin, in the state of São Paulo, south-east area of Brazil. In that watershed, the social economic development has occurred very fast and without land use planning, with significant deterioration of its water resources. Then, it is shown how the establishment of water abstraction and return flows licensing criteria associated to regional planning targets could contribute to the environmental improvement of that river basin.
