Resumo
This dissertation analyzes the results of implementing the State Education Plan for Incarcerated and Formerly Incarcerated Individuals (PEE-PPL/2021-2024) in the state of Rondônia. Its aim is to propose improvements for the universalization of basic education within the prison system from the perspective of Public Advocacy, contributing to the enhancement of the legal qualification of public policy and its respective legislation. Despite an 88.1% expansion in correctional facilities offering education and an increase to 1,954 available spots, serving 27.48% of the incarcerated population in 2024, effective universalization has not yet been achieved. The research, exploratory and descriptive in nature with a mixed-methods approach, identified challenges such as budgetary restrictions, a lack of specialized bureaucracies, insufficient legal frameworks for innovation, and deficient articulation between the education and criminal justice systems. These factors are detrimental to the universalization of basic education for incarcerated individuals in Rondônia, where, in 2024, 75.64% of the incarcerated population still had an incomplete basic education cycle. The study proposes measures to enhance state capacities, including aligning the Penitentiary Council with national guidelines and establishing the Foundation for the Support of Education and Work in the Prison System (Funap/RO). These propositions aim to strengthen management, funding, teacher qualification, and inter-institutional articulation, thereby improving capacities related to educational provision and labor management. This is intended to consolidate the right to education and potentialize resocialization, ultimately reducing criminal recidivism. The work emphasizes the importance of Public Advocacy in developing solutions for complex public administration issues, aligning with the principle of efficiency and the promotion of human rights.
