Uma Análise dos resultados educacionais dos municípios brasileiros

Resumo

The Brazilian educational expense has grown considerably since the creation of the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals (Fundeb). There is, however, a few evidences about the efficiency of municipal expense on education. Based on what was stated above, this article aims to test the efficiency of education expenses for Brazilian municipalities using data panel of 2011, 2013, 2015 and 2017, with the method of the Stochastic Frontier variant and time-invariant for the initial years and final years of Elementary School, wherein the dependent variable is the grade of the Basic Education Development Index (Ideb). The results shows that the spending lagged in four years has a positive association with Ideb, as well as the percentage of teachers with higher education, teachers who check tasks, parents who check tasks and mothers with higher education. Conversely, the age-grade distortion rate
 and the percentage of boys reduce efficiency − the percentage of people in the countryside also reduces. It appears that this is the first study testing efficiency in a panel of municipalities across Brazil, which brings important findings to guide efficiency policies in public spending on education.
