Resumo

The quilombolas territories became seen as a form of expression and social organization, constituting part of the historical and cultural heritage of the country. However, the quilombola recognition and territorial entitlement policies have not been easy to implement. The Palmares Cultural Foundation (FCP) and the National Institute of Colonization and Agrarian Reform (Incra) are currently responsible for these processes. Through research, we will address the relationship between quilombolas communities and the territory to which they belong, and the case of the community of Marinhos, located in the municipality of Brumadinho, a metropolitan region of Belo Horizonte, Minas Gerais. The community was certified as quilombola in 2010, by the Palmares Foundation because the need for political and social recognition and the search for legal protection moved by the danger of losing the land. However, they opted for the stoppage of the land settlement process initiated by Incra/MG. The case of Marinhos involves a conflict of rumors and versions concerning the recognition and titling processes of the lands. It is a complex picture that composes the scenario for a difficult process of political and social recognition, initiated by the fear of losing the land to external actors, but were interrupted by intense territorial conflict generated by internal actors. Two important aspects will be analyzed against this background. First, understanding the political will of the community of Marinhos to define themselves as a quilombola group under the law because of their relationship with the territory they occupy as collective subjects and their ethnic identity. Also, as a community that is defined as belonging to an ethnic group with customs, religion, cultural manifestations, and that values the memory of its ancestors as part of a collective heritage. The second aspect will be an analysis of how and why the process of regularization of the territory of the community of Marinhos took place and the reasoning behind its interruption. Documents and narratives of life stories will be analyzed to show versions of how the process of recognition took place and the path taken by the community, showing the paralyzation of the land settlement process.
