Nada será como antesa ascensão institucional e política do TCU entre os impeachments de Fernando Collor e de Dilma Rousseff

Resumo

Two political events identical in their form and in their shocking result: the removal, by impeachment, of the President elected by direct vote. The Federal Audit Court (TCU), however, played a completely different role between one episode and the other. Irrelevant to explain the impeachment of Fernando Collor, in 1992, the TCU was a key player in determining the removal of Dilma Rousseff, in 2015-2016. This thesis seeks to investigate the institutional evolution of the TCU between these two temporal brackets, that mark two critical junctures. Through interviews conducted with protagonists in the two impeachments – leaders of the three largest political parties in Brazil (MDB, PT and PSDB) and the two largest trade unions (CUT and Força Sindical) – and documentary analysis of laws and practical actions of the TCU during the period, the thesis indicates a substitution effect between social and political actors, protagonists in 1992, by constitutional institutions of external control of public administration, which led from 2015-2016.
