Resumo
Contrary to other federal agencies also dealing with the inspection of the different industrial sectors of the Brazilian economy, the situation of the National Department of Poultry, Meat and Milk Products Inspection (Dipoa) is singular. A historical analysis of the federal policies concerning the sanitary control of the poultry, meat and milk industries indicates that the main goal of the regulatory policies was to guarantee high quality to the meat for export instead of protecting the Brazilian consumers. It is against this historical background that the differences of performance between Dipoa and other federal agencies in charge of quality control can be explained. As a matter of fact, Dipoa has attained a strategic position simply because it was an important instrument in achieving a main goal of the economic system: the export of industrialized meat products. As a result of its success, Dipoa attempted to expand its functions to cover the sanitary control of all poultry, meat and milk production in the country. The second part of the paper deals with the federalization of the sanitary control of these sectors of the Brazilian industry and analyses the political aspects of this experiment.
