Tecnologia socialimpactos do Programa Um Milhão de Cisternas na saúde pública e nos gastos do SUS com a participação da Fundação Banco do Brasil

Resumo

In recent years, social technologies have stood out as effective alternatives to guarantee water availability in the Brazilian semi-arid region, contrasting with traditional drought control policies (BATISTA and CAMPOS, 2013). A milestone in this context is the One Million Cisterns Program (P1MC), the result of a partnership between the Ministry of Social Development (MDS), the Articulation of the Brazilian Semi-Arid Region (ASA), and the Banco do Brasil Foundation (Fundação BB). The BB Foundation is responsible for certifying the social technology, financing, and guaranteeing the quality of the implementations, being a central piece for the sustainability of the program. In this context, this work analyzes how the implementation of the 16,000-liter cisterns of the P1MC contributes to the reduction of hospitalizations due to water-related diseases and its economic effects on the Unified Health System (SUS) in the municipalities of Espinosa, Indaiabira, Pai Pedro, Porteirinha, Rio Pardo de Minas and Santo Antônio do Retiro, all located in the semi-arid region of Minas Gerais. Using secondary data from SIH-SUS, the analysis showed that the adoption of the social technology of cisterns in municipalities improved water security and brought benefits to public health, evidenced by the reduction in hospitalizations due to waterborne diseases. Furthermore, there was economic relief for the SUS (Brazilian Unified Health System), reinforcing the importance of social technologies for living with the semi-arid climate, highlighting the role of the BB Foundation in the quality and sustainability of the actions.
