The development of the municipalization of the health services in Campinas, Brazil

Resumo

This article aims to analyse the development and the formation of the municipal health services in Campinas, which started in 1977. Three successive phases which characterize this process were found: the improvisation which occurred within the communitary medicine of the first health service unities: the consolidation of the decentralization of the health services through the agreement with the state and the federal levels; and, finally, the beggining of a large scale management reform which occurred within the municipalization of the health services. The article focuses in the main factor which cbaracterize each of these phases and points out  the problems, difficulties and hindrances which the municipalization process has encountered.
