Social participationinstrument of public adminislration? Elements for discussion about the adminislration of Brazilian cities. What are the perspectives in the 90s?

Resumo

The eighties, mainly after 1984, were a period when the social participation in public affairs and management was questioned due to its different meanings and social practices. The diversity of situations guides the reflexion towards the explanation of itsspecificity rather than modeling. We identify the need of reflexion and permanent revision concerning this theme, and recognize other theorethical concepts such as partnership, quality of life and environment, entrepreneurialism and local development, urban culture, ethnic identity and so on. In order to accomplish our goal we have chosen the cities of Salvador, and, secondly, Recife and Curitiba. This paper aims to analyse some of these aspects, including the scope and limits of participatory processes in local governments, taking as a reference the eigthies and into the prospective of the nineties. Therefore, evaluations and efforts to analyse experiences of popular participation remain as a theoretical and practical challenge.
