Resumo
The difficulty in implementing public policies for people with Autism Spectrum Disorder is a global problem that has been embraced by the United Nations through the 2030 Agenda for the fulfillment of the Sustainable Development Goals (SDGs), whose theme in 2025 is: "Advancing Neurodiversity and the United Nations Sustainable Development Goals" (own translation). In Brazil, the rights of autistic individuals have constitutional strength and are supported by the National Policy for the Protection of the Rights of Persons with Autism Spectrum Disorder and other infraconstitutional legislation. Thus, this dissertation is dedicated to analyzing how the 644 municipalities of São Paulo state, subject to the oversight of the São Paulo State Court of Auditors (TCESP), are implementing public policies for autistic people, based on the analysis of public sector data and data provided by the municipalities during their annual accountability reports, consolidated inspection reports ordered by TCESP, and responses given to the IEG-M. The dissertation is grounded in constitutional and federal legislation and theoretical frameworks on wicked problems (complex problems), network management, and political and administrative decentralization in Brazil, emphasizing municipal responsibility in promoting educational, health, and social assistance policies. This study aims to fill a gap in more recent research on the topic, which tend to focus on the lack of efficacy and effectiveness or on the actions of each area in isolation (aspects related to health, education, social assistance) without, however, indicating ways to foster intra-governmental articulation for the implementation of the intersectorality required by legislation, proposing a practical application for the development of these public policies, focusing on intra-governmental coordination for the implementation of integrated and intersectoral public policies.
