Resumo
Purpose – Carry out a study with a focus on investigating the influence of paternalistic leadership in the Military Police of the State of Rio de Janeiro (PMERJ) through the voice and silence behavior of police officers, as well as the effects of moderating police action on the relationship between types of behavior leadership.

Methodology – The research was developed using a quantitative approach of the "survey" type. Data were collected through a questionnaire distributed online to participants (n = 661), military police officers of the Military Police of the State of Rio de Janeiro.

Findings – Paternalistic leadership was positively related to voice behavior and area of activity, and negatively when related to the silence behavior of police officers. The results showed important effects of the perception of police officers regarding Benevolent Paternalism and Voice in relation to the Activity carried out by police officers.

Research limitations – The study was limited to studying the military police of the Military Police of the State of Rio de Janeiro.

Practical implications/contributions – The study showed relevant results on the influence of paternalistic leadership for understanding the relationship between leadership and subordinates, with theoretical and practical impacts on the management of organizations. And that considering the area of activity (middle activity or end activity) benevolent paternalistic leadership has a greater positive effect on prosocial
voice behavior regardless of the area in which the police officer operates.

Originality – Unpublished study on paternalistic leadership within a military institution, considering its organizational culture that is permeated by discipline, hierarchical surveillance and normalizing sanctions, where to ponder the heterogeneity of paternalistic leadership and the different combinations of its dimensions (sometimes authoritarian, sometimes benevolent), will help leaders to be more efficient in dealing with military police officers whether they are working in the administrative or operational area.
