Resumo

Purpose – This study aims to describe the effects of Qualification/Titling Add-ons or Bonuses (hereinafter referred to as incentives) on civil servants, the public service, and Public Administration. Design / Methodology – A qualitative methodology was employed, encompassing an exploratory theoretical review, an illustrative review of selected normative acts, and semi-structured interviews with civil servants from a Federal Autarchy. Findings – The research identified positive effects on employee motivation and commitment, on the quality of public service delivery, and on the organizational image, as well as contributing to institutional strengthening. Research limitations – The scope and applicability of this analysis could be broadened and deepened through large-scale surveys applied across various public organizations, complementing the interviews. Further research could explore other aspects of the rationale behind these public policies by examining Explanatory Memoranda and Legislative Bills related to the laws regulating the analyzed incentives. Additionally, specific technical/theoretical literature on the topic remains limited. Practical implications – The convergent/aligned elements identified across various sources and experiences (as per the findings above) and the opinions of the interviewees can contribute to better informing and designing incentive plans (including Qualification/Titling Add-ons or Bonuses) within the context of public career reforms. Social implications – This study provides elements to better inform and design incentives for professional and/or academic-scientific qualification, effectively stimulating an increase in the level of professionalism and the quality of public service across all public organizations. Originality – Interviewing civil servants from an autarchy where the analyzed incentives have not yet been implemented, to compare their perspectives with other sources and the realities of organizations where such financial incentives already exist, represents, to the best of our knowledge, a significantly original approach.
