Resumo

The relationship between health and development is a topic of growing relevance, especially within the context of the Brazilian Health Economic-Industrial Complex (CEIS). This study aimed to analyze the political and regulatory environment that structured the Brazilian experience with Partnerships for Productive Development (PDPs), with a special emphasis on the second wave of fostering, initiated in 2023. A qualitative case study method was adopted, employing data triangulation from three sources: a semi-systematic literature review, a documentary analysis of normative acts, and semi-structured interviews with nine key informants (representing government, public laboratories, and the private sector). The analysis concluded that the "second wave" is characterized as a resumption with significant institutional reorganization, marked by the reconstruction of governance bodies and the formalization of regulatory procedures aimed at addressing the program's historical fragilities. However, structural tensions persist, such as dependency on the political cycle, residual legal uncertainty, and, critically, bottlenecks in institutional capacity and execution that limit effective technology internalization. The findings suggest that the policy's consolidation depends not only on normative advancements but also on the State's ability to translate execution into permanent technological competencies, aligning economic impact, health relevance, and productive development.
