Saúde e desenvolvimento no Brasilargumentos para promover a cidadania em tempos difíceis

Resumo

Brazil is facing one of the deepest and most lasting economic crisis in its recent history, with negative effects on the labor market, family income and social mobility. Fiscal austerity measures implemented by the government have equally negative results on the health status of the population and the public health system. Given this scenario, how could the Unified Health System (SUS) help to mitigate the effects of the recession of the Brazilian economy on the popular and middle classes? The purpose of this article is to provide some answers to this question. We present elements that help to understand the correlation between health and development; we analyze the effects of the ongoing changes on the state’s performance in the social area; and we discuss the extent to which the SUS can be used as a countercyclical instrument to mitigate the effects of the economic crisis. It is argued that the existence of a mutual reinforcement between health and development can provide a virtuous circle in which the expansion of the SUS, allows for more health, more economic growth and more social equality.
