Resumo

The fundamental paradigm of city growth model, that contributes to the formation of hollow spaces, especially when the machinery of government fails to provide the population, with essential services, is explained by the Author. By examining the problem of the truly Brazilian way in which, after 1964, State action as concerns urban development was  performed, he stresses the fact that the Housing National Bank (Banco Nacional de Habitação - BNH) has played a decisive role in the configuration of the corporative metropolis, primarily concerned with solving the problems affecting big enterprises and considering all the other as negligible ones. The writer then addresses his attention to the question of the financial Crisis in the City of São Paulo, pointing out that a lacking in resources for public works of a social character is the' consequence of their utilization for economic projects. Based on data collected in the metropolitan region of São Paulo, the Author finds out the fixation of populational masses in peripheral areas was not accompanied by the creation or improvement of an adequate system of mass transport, thus bringing about the immobility for most of the low-income populations, turning the city into a series of ghettoes, transforming its fragmentation into disintegration. The Author finally concludes that increasing prices of transportation to peripheral areas have an impact over the cost of land in the center, and this rising cost strengthens to trend toward an even greater territorial extension of the urban complex.
