Resumo

This dissertation analyzes communication for accessing rights within the Redes de Cidadania project—an initiative to combat extreme poverty by the Vale Foundation, in partnership with Cidade Escola Aprendiz—as an ethical process from the perspective of Emmanuel Levinas. For the philosopher, ethics consists of responding to the call of the Other, the human Face that addresses us and demands Responsibility. Starting from the question, "How to Communicate ethically and with alterity to those who are hungry?", this work presents the social technology created to facilitate the understanding of access to fundamental rights and provides a qualitative research on the use of this social technology. The methodology consisted of qualitative research involving in-depth interviews with beneficiaries of Redes de Cidadania in Marabá (State of Pará), aiming to understand how the project, through this social technology, assists in this understanding and what barriers exist in accessing fundamental rights. The results reveal that ethical and welcoming communication can be associated with the reversal of marginalization processes, transforming demands into opportunities for understanding the path toward guaranteeing fundamental social rights.
