Resumo

Accountability of civil servants is essential for public integrity. Disciplinary procedures promote the discontinuation and deterrence of crimes and improve society's perception of public integrity. Monitoring these procedures allows the assessment and improvement of the comptroller system and contributes to planning strategies for preventing misconducts. The purposes of this work were to describe the distribution of sanctions due to administrative disciplinary procedures involving Brazilian federal public servant, to discuss the importance of the monitoring comptroller activities and to contribute to the knowledge of sanction’s determinants. The present work consisted of three parts. The first part selected relevant legal aspects. The second part discussed administrative disciplinary procedures in the context of comptroller monitoring. The third part consisted of quantitative analysis of administrative disciplinary procedures instituted between 2008 and 2019, available in the CGU-PAD system. The disciplinary system of the Brazilian public sector presents essential elements for the maintenance of public integrity. Database monitoring and analysis allows knowledge of factors influencing both the transgression and the effectiveness of its enforcement.
