Resumo
Objective: The technical report, in general, analyzes Workforce Sizing (DFT) at the Advocacia-Geral da União (AGU), focusing on the federal employees who fulfill duties other than the ones they were hired for (hence forth referred to as “allocated employees”); and, specifically, at the same time, whether the internal administrative policies validate and are equivalent to the efforts put forth by this workforce; and present proposing solutions to optimize the organizational environment. Context and substantiality investigated: The AGU is responsible for the legal representation and legal guidance of the Union, with approximately 70% of its administrative staff composed of “allocated employees” who receive differentiated treatment regarding performance evaluations and face challenges regarding fair and adequate compensation. Diagnosis of the problem and/or opportunity: it was identified that, despite the relevance of the “allocated employees”, there are disparities in their treatment. The lack of consistency in performance evaluations and the challenges regarding fair and adequate compensation emphasize these distortions. Analysis of the problem and/or opportunity: The implementation of the DFT highlighted its technical and operational challenges, but confirmed the commitment of “allocated employees”, placing them on par with civil servants. However, it revealed disparities: although data collection and measurement include all civil servants, internal policies do not follow the same scope. The lack of specific data on “allocated employees” raises questions about the lack of interest in specifying their duties, therefore limiting opportunities for actions that promote greater equity and integration in the management of these professionals. Proposals for innovation/intervention/recommendation: it is suggested that the AGU: Include the identification of “allocated” staff members in the DFT; integrate DFT data into the Management and Performance Program; standardize performance evaluations for all staff members; review financial compensation policies to include “allocated employees”; participate in the formulation of the AGU's Position and Career Plan. Adherence: Human resources management and public administration, with a focus on performance policies, equity and organizational efficiency. Impact: The recommendations can improve the productivity and organizational cohesion of the AGU, promoting a fairer and more efficient work environment, in addition to inspiring other public organizations to review their personnel management strategies. Applicability: In Human Resources Management, Public Administration and Strategic Planning courses, serving undergraduate, graduate, and executive training programs. Innovation: DTF innovates by using data to measure the workforce, based on the concepts of People Analytics, Leadership, and Workforce Planning. Complexity: The report explores the technical, operational, and organizational challenges of workforce sizing, proposing integrated solutions to harmonize the realities of “allocated” and “permanent” employees.
