Resumo

Purpose – The study analyzes the predominant criteria for appointments to leadership positions in the brazilian federal executive branch, comparing political trust and professional performance. Design/Methodology – It examines how to ensure public managers’ adherence to political guidelines if appointments are based on performance. The research also explores preferences for an appointment system that includes internal competitions for managerial positions within a meritocratic framework. To this end, two experiments were conducted, and a questionnaire was administered to employees of the National Social Security Institute (INSS). Findings – The results indicate that political trust prevails as the central criterion for appointments, although participants assign greater importance to performance factors established in the literature, demonstrating a preference for a system that incorporates internal competitions for managerial positions. The assumption of performance monitoring systems in public institutions, overseen by ministries, significantly increased perceptions of managers' adherence to political guidelines, even in scenarios where they do not support the president of the republic. Practical implications – The study contributes by exploring the tension between political and merit-based appointments, as well as highlighting federal regulations governing appointments and performance evaluations.
