Resumo
INCRA has few experiences in environmental recovery initiatives within its settlement sites that would subsidize itself in the official process of the environmental compliance required by the Law No. 12,651/2012. Its deficiency in providing technical assistance and the poor infra-structure on environmental management installed in many regions where it acts make this scenario even worse. This article presents a study case in the Alto Xingu river basin (Mato Grosso, Brazil), aiming to create subsidies to guide INCRA’s actions in promoting the environmental compliancy of the 37 existing settlements sites in the region. There are local initiatives that were capable of organizing the necessary conditions for environmental recovery processes. The alternative path indicated by those initiatives is to integrate INCRA into the forest recovery programs and qualify the social-technical networks and unions of family farmers as a formal Social Organization (Law No. 9.637/1998), actions that could promote the creation of employments and become an important source of income to the families who live in the settlement sites.
