Resumo

Approximately 12.5 million hectares of native vegetation must be recovered during the next 20 years in Brazil. This is the amount required by the law in order to regulate the nation’s environmental passive created over its history. The viability of this process depends on the offer of a myriad of native species seeds/seedling of good quality and enough quantity that would be available to plant in illegally deforested areas. This study aimed to analyze the challenges related to fomenting the production of native species seeds, seeking to indicate ways to support the formulation of public policies that would take care of this subject. It was made a historical analysis of the forest policy in Brazil showing that, differently from the exotic species plantations, there were few governmental incentives to create an appropriate structure for the native species forest restoration. Among the major challenges to produce native species seeds/seedlings are the lack of a continuous demand for them and the bureaucracy barriers to commercialize them. There are empiric experiences from social-technical networks that are producing native species seeds/seedlings showing that it is possible to produce it with superior quality and biodiversity, generating income and social inclusion. Although, it is necessary that the government officially supports this type of initiative. On the other hand, examples from official programs like the Programa de Aquisição de Alimentos – PAA (Food Acquisition Program), shows that the purchase of seeds/seedlings by the bulk could be an efficient way to foment this production chain, creating a stable demand and incentivizing its diversification. Hence, we suggest the establishment of a governmental program of native species seeds/seedlings acquisition that allows the purchase directly from the small producer without biddings. This new program would stimulate the seeds/seedlings network of producers. At the same time, it would facilitate the environmental compliancy of public lands by diminishing the bureaucracy steps involved in this process.
