Programa Mais Médicosavaliação do modelo regulatório de abertura do curso de medicina como instrumento indutor de melhorias nos serviços médicos em regiões prioritárias

Resumo

The purpose of this study is to analyze the regulatory model of the opening of medical schools resulting from Programa Mais Médicos (“The More Doctors Program”, in roughluy translation), specially regarding an instrument used when creating public policies capable of inducing the decentralization of medical services to areas of the country that are lacking services from the Public Health System. Utilizing the Logical Model sought to understand the Programa Mais Médicos Through the lens of education, focusing on verifying. the effects of the decentralization of medical schools and the improvement of medical services in unaccessible areas of the country, farther from the city centers. Through scientific research on the medical labor market, it was possible to understand the medical scenario of the medical market in Brazil and the factors that promote the attraction of these professionals, the division of specialties and the map of unequal distribution of these professionals in Brazilian regions. Also, a case study was conducted in a Bahia city named Jacobina, to verify the initial results of the decentralization of the medical schools for the area. Based on the case study conducted through interviews and empyrical observation made by the researcher during field Works, it was possible to identify positive results in the services provided to the population from the creation of the degree by the institution. Finally, this study presents the challenges to be faced for the constant improvement of the Primary Health Care medical services.
