Resumo

Purpose – Although federal education programs in Brazil are supported by wellestablished regulatory and governance frameworks, significant weaknesses persist, particularly during the implementation phase, thereby compromising the effectiveness of public education policies. In this context, the primary objective of this dissertation is to propose a compliance and risk mitigation checklist with a preventive approach and practical applicability, designed for public managers responsible for implementing programs administered by the National Fund for the Development of Education (FNDE), specifically the National School Feeding Program (PNAE), the National Textbook and Teaching Materials Program (PNLD), and the School Transportation Program (Caminho da Escola), covering the period from 2020 to 2024. Design/Methodology -The proposed checklist is grounded in the public policy cycle framework, with particular emphasis on the monitoring, control, and evaluation stages, combined with an empirical, qualitative, and documentary research approach. The analysis is based on the findings of 27 cases examined by the Brazilian Federal Court of Accounts (TCU), including accountability proceedings and audit reports concerning the implementation of these programs, as well as data collected from the FNDE, the Transparency Portal, and institutional ombudsman offices. The identified weaknesses were systematized into three main categories: (i) deficiencies in procurement and contracting procedures; (ii) shortcomings in program implementation and management; and (iii) weaknesses in accountability and social oversight mechanisms. Findings – This classification reveals the recurrence of structural and operational problems, indicating limitations in the effectiveness of existing control mechanisms, and provides the basis for the proposed checklist, which encompasses planning, continuous monitoring, performance evaluation, regulatory compliance, and risk management. Practical implications - This study contributes to the literature on the implementation of public education policies in Brazil by demonstrating that strengthening the feedback mechanisms across the different stages of the public policy cycle—particularly through monitoring, control, and evaluation—is essential to reducing irregularities and enhancing the effectiveness of government action.
