Resumo

The present work seeks to analyze the setting of the governmental agenda and the specification of alternatives which culminated in the public policy aimed at the immigrant population residing in the Municipality of São Paulo, standing as a landmark the creation of the Coordination of Policies for Migrants within the Municipal Secretary of Human Rights and Citizenship in 2013. Studies in the field of agenda setting that highlight the role of ideas and knowledge in the public policy process were used as theoretical framework. John Kingdon's Multiple Flow Model and the Baumgartner and Jones Interrupted Equilibrium Model were the theoretical basis used in this study. Holding qualitative and intrinsic characteristics, the study intends to deepen understanding of the selected case. The choice of the case of São Paulo is due to the novelty of the initiative of the City of São Paulo in face of the federal prerogative of migratory management in Brazil, the relevance of the theme to the city that is the largest destination of international migrants in the country and to the expressive number of associations and civil society organizations that work on the theme, which are relevant to the theme's agenda. There are two types of policies that are targeted at the immigrant population: migration policy and "policies for migrants". The first can be summarized as the control of entry and stay in national territory, of federal concern. The second type is understood as policies that intend to promote the integration of migrants through the promotion of access to rights. The study analyzes the actions of inclusion of immigrants promoted by the municipal government during the period between the first local election after the promulgation of the Brazilian Constitution of 1988, the mayor mandate of Luiza Erundina (1989), and the institution of the Coordination of Policies for Migrants in the mandate of Fernando Haddad (2013). The observation of these municipal actions has the purpose of identifying the different conceptions about migration and the way in which it was incorporated in the performance of the municipality based on concrete social demands.
