Perspectivas para uma nova governança públicaparticipação cidadã na definição de novos usos para o Centro Histórico de São Luís do Maranhão

Resumo

São Luís’ Municipal Secretariat for Especial Projects (SEMPE) has just entered into an agreement with Inter-American Development Bank (IDB) to finance the Revitalization Program of São Luis’ historical center, a program that encompasses the requalification of Complexo Santo Ângelo, an old industrial complex localized at the city’s heart. To start the project, João Paulo, the responsible Secretary, must decide which will be the destination of the requalified edifications in order to promote their effective and qualified use by the local population, the valorization of the city’s identity and heritage, and the strengthening of the local feeling of belonging. Nevertheless, given the complexities of the territory and the relationship of the different local actors with the central region, the Secretary wishes to promote the participation of the local population on the definition of the new uses that will be attributed to the requalified public spaces, in order to resignifiy the relationship of part of the population with the central territory, as well as to mitigate potential conflicts and resistance. In Part A, the case discusses the governance instrumentthat should be used to promote the participation of local citizens in the definition of alternatives for the guidelines for the requalification of the Complexo Santo Ângelo. In Part B, it discusses the incorporation of such contributions into concrete guidelines for the future policy.
