Resumo
Objective – This study aims to analyze the role of the State Court of Auditors of Amazonas (TCE-AM) as a mediator between public administration and society, highlighting its contribution to the effectiveness of public policies. Methodology – The research adopted a qualitative approach, complemented by quantitative elements, utilizing exploratory and descriptive procedures, as well as a case study. The analysis covered the historical context of courts of auditors, the evolution of public administration theories (up to New Public Management), concepts of accountability, social participation, and social control, in addition to transparency mechanisms and management reports. Results – It was demonstrated that TCE-AM possesses various tools for interaction with society. Notable features include transparency portals (for complaints, representations, and requests) and the Ombudsman Portal, which comprises specific projects such as student, community, environmental, and women's ombudsman offices. Furthermore, the School of Public Accounts promotes continuous training and stimulates social control. Limitations – The study identifies the need to expand the activities of the School of Public Accounts as a challenge, specifically regarding the interiorization of courses to reach the sixty-two municipalities of Amazonas and the strengthening of digital education. Practical Implications – The results indicate that the mechanisms made available by TCE-AM favor the monitoring of public policy execution. This allows the administration to use these tools to improve management and identify failures in resource utilization in critical areas such as health and education. Social Implications – The actions of TCE-AM reinforce the role of the citizen as an agent of control over administrative actions and an active subject in the democratic process. The tools promote greater social oversight, grounded in principles of equality and equity. Originality – This study distinguishes itself by investigating the role of TCE-AM not only as a supervisory body but as a social mediator in the complex Amazon region, analyzing the unique impact of specific thematic ombudsman offices (such as Environmental and Women’s) on local public management.
