Participação privada no saneamento e acesso aos serviços de abastecimento de água e coleta de esgoto sanitário no Brasil

Resumo

Since the approval of Federal Law No. 14,026/2020, the sanitation sector in Brazil has undergone an important institutional transformation. The universalization targets — 99% of the population with access to the water supply service and 90% with access to the sewage service by 2033 — were established in Law. The number of municipalities served by private operators increased from 291 to 850. In this context, it is necessary to assess whether private companies can really contribute to the universalization of sanitation services. In this work, the effect of the time of private participation on the service rates of water supply and sewage services was evaluated, using a logistic regression model with fixed effects for the years of private participation, for the period from 2016 to 2021. Additionally, two analyzes were carried out to compare the results using the logistic regression model without the control variables and another adding random effects (mixed-effects regression models). The results showed that for each year of private participation, the probability of a person being served increases by 15.9% for water supply and 2.9% for sewage collection. In additional analyses, the results were also positive. Therefore, we can conclude that private participation contributed to the increase in sanitation service rates. Although there is no express causal relationship between private operations and increased service coverage, the positive association between these factors indicates that increased competition in the provision of sanitation services may be one of the ways to achieve universalization in Brazil.
