Caso Sabespcomo alavancar os investimentos no setor de saneamento básico no Brasil

Resumo

In 2008, SABESP is facing an impasse to continue its projects and its expansion plan for investment in basic sanitation in the State of São Paulo: it has available resources and large projects in its portfolio but suffers from a restriction imposed by its largest potential financier, Caixa Econômica Federal, that imposes regulatory credit limits on it. To continue with its plans, SABESP, in particular Fernando Marcato (advisor to SABESP´s Board), looks for a model of project that most closely matches SABESP´s ideals and objectives as a Company and seeks in the partnership with the private sector an ideal solution. Such solution does not imply delegation of SABESP´s core services to the private initiative. The Company needs and wants to keep its know-how in the provision of sanitation services as its true legacy. There are several ways and possibilities according to Brazilian law, but which is the most suitable for SABESP?
