Resumo

In recent decades, Brazil has seen important advances in public policies aimed at members of the LGBTQIA+ community. However, in parallel with the observed advances, there was an important and influential increase in the participation of Protestant religious groups in the country's politics. The victory of President Jair Bolsonaro in 2018 marked the rise of these agents in politics in a way never seen in the democratic period, as well as suggesting a change in the performance of the various actors involved in the search for the institutionalization of gender and sexuality rights. In this way, this work seeks to answer the following research question: Has there been any institutional change, since Bolsonaro’s inauguration, regarding public policies aimed at the LGBTQIA+ community? The hypothesis investigated is that these actions do not stem only from a radical change in the Executive's orientation after the 2019 presidential inauguration, but from an incremental action by conservative agents and religious groups infiltrated in the state bureaucracy. With this, the objective is to investigate the causal mechanisms that associate agents and actions to the results of actions over time regarding public policies for LGBTQIA+ in Brazil, emphasizing the role of conservative groups in this process. Results of this work suggest that, although the beginning of Bolsonaro's administration in the Presidency of the Republic is a paradigm shift for these policies due to its conservative agenda, the protagonists of this government and the ideas (or framings) they propose it was already articulated before the new administration. By using the process tracing methodology, as well as the parameters provided by the Theory of Gradual Institutional Change, it was possible to identify that since 2011 there has been an incremental change in public policies for LGBTQIA+ in Brazil. The coalition of infiltrators at the first level of the government is mainly associated with historical Protestant and Pentecostal religious institutions, such as the Assembly of God Church, the Lagoinha Baptist and the Baptist Church and the Presbyterian Church, and these groups act through the framing mechanism, mobilizing a symbolic capital through the Seven Mountains (or Seven Spheres of Influence) and the “moral terrorism”.
