Resumo
Starting from criticisms against administrative reforms, the Author attempts to reach some analytical parameters, to explain failures and successes of modernization movements in the public service. He discusses the development of Brazilian bureaucracy in terms of a sociopolitical perspective, and identifies as its foremost structural feature the patronage that has affected the performance of public service in Brazil. The analysis of an attempted reform undertaken by the Ministry of Agriculture, starting in November, 1977, provides the Author with matter for his argumentation, and he generalizes the particular experience of that Ministry to comprehend the whole of the public service.
