O Tribunal de Contas do município de São Paulo no contexto das análises de projetos de parcerias público-privadas

Resumo

The present work aims to analyze the functioning of the São Paulo Municipal Court of Accounts (TCMSP), in the light of the composition of its body of directors, of its internal procedures concerning the analysis processes of concession projects and PPPs. We started, therefore, from two case studies from the City of São Paulo, intending to investigate a veto action by the municipal comptrollers that, in principle, would contradict innovations in the public management of the municipality of São Paulo. Based on the theory of “bureaucratic rings” (CARDOSO, 1993), we seek to obtain a broad and accurate picture of the relations established between the executive power, the legislative power, and the control body. When investigating the main obstacles to the consolidation of such types of concessions and partnerships in the city, we also sought to understand the dynamics and specificities contained therein, complementing the analysis with the details of PPP projects, verifying the attitude of political actors and, bureaucratic body around the same problem.
