Resumo

The paper herein presented treats about a new thematic, either seen under the optic of the sociological fact birth analyzed - Sindicalism and Public Administration - or considering the almost non-existance of source in which one may share in order to be possible to establish a conducting line in the theme development. The thematic was analyzed in two plains: firstly, a criticaI appreciation was made about the History of the associationship in Brazil, in its simbiose with the social aspect, with the economic side and juridical support as well, on being analyzed the way crossed since the first lighting of Brazil, up to the present time. As a second stage, the syndical question was inquired as far as its etiology was concerned, its more conscious awakening in the 80 decade of our century, passing through the creation of the Syndical Centers, on being detected the idiological averts, the contradictions, its physiology in accordance with its organization, idiating and action toward what is proposed in the name of its affiliated. In fact, the labouring nucleous closes an arrangement of government officials' corps in the sight of an efficacious interlacing - today very incipient yet - on facing a strong institutional resistance, since that only from the Constitution of 1988, it was open the way for the right of the syndical association for the steadiness of government officials. The disfunctions are, then, analyzed in connection to the non-preparing Human Resources in the exercising of leadership and in facing the anacronical institutional structure of authoritarian fashion, in order to point out,in an efficient and effective way, a good management of the syndical action, that they may wish to be genuine, autonomous and autogenous, in related to the concern of the class and on having on purpose the excellence of government officials; the phenomena studied, conversely, shows the procedura of a syndical fight rooted in anti-democratical structure, in which the State sponsors the syndicates and the whole syndical apparatus, by syndical contribution and considering that maintaining support of syndical fight is a trace of a time of chauvinists' predominance values, overcoming in Brazil and in other countries - in the 30 and 40 decades. A comparative study was still undertaken with three models of syndicalism, which are: French, German and Portuguese. The two first for the reason of consisting in paradigms of central countries, in view of: (1) France is an inspiring model of occidental institutions, on a political-juridical-social seat, in sight of her History full of sapping facts of statu quo ante; and (2) Germany, for having a class efficaciously institutionalyzed of government officials, having a rooted tradition since the prussian bureaucracy, what gives a touch of high professionalism to these government officials, who count upon a syndical association that keeps independence concerning to the syndical movement of the private worker, and this one also engaged with powerful organization in that country. Portugal appears in this work as a cultural ascendent in Brazil, what implies to show the syndical birth of that country, within a cultural climate, in which lived and still lives the Luzitanian peninsula, and with this we try to elucidate the stage of her syndicalism, her disfunctions, and auto-functions, her likeness withe the Brazilian model, and her inclinations and nature. The conclusions collected register some relevant aspects: lrst.) Brazil was born from a a centralizing Administration, marked by a non-efficatious and efficientless administration machine, holding the mark of an empire-State and without the presence of a concomitant construction of a latercomer nation on fixing the beam of citizenship, what delayed the formation of desires and the autochtonous genuine spirit, as well. The restraint against the letter development, was a hindrance to the creation of people's spirit, with the side line of being an uncultured majority, deeply illiterate, in the middle of a social pyramid in which an enormous base was registered and a shortened vortex without having an intervening space with other social classes that could be or would come to be stratified. In the clearing of these elements, we concluded that: 2nd ) the associating movement is incipient and sleeping reality during centuries, what turned into an apathy that only today begins to be moved by the associating and syndical movements, and the later one born among factories and spread throughout some capital cities of higher political outstanding or heavier economical weight. The aspect of a greater magnitude for the work was the open signaling for the governament officials for them to syndicalize themselves, and from that carne the conclusion that this actions needs to be led and conducted to become a more autentically linked movement to the interests of the class; thus, by a contingential avert, in spite of the beginning and inefficiency of this steadiness, the syndical action of these oficiaIs had always been at the flanc of the syndical movement of the private labourrer, who has another line of action directed to interests far more connected to the conflict work vs. capital, whose interests do not agree and neither identify themselves with the aspirations and needs of officials, evem that, many times, the conflict question of these officials have an interface in the whole of the guide lines of private labourers' vindications, i.e. salary questiono The greatest imperative point - and this is the base of a more substantial warning - is to conduct the action of government officials in a heterodox way in order to become the syndical movement independent from the officials and to be impelled by its peculiarities and by its essentialities dictated by its ontology of government officials concerning to the public affairs, thus having the people as their own clientele. This is, in short, the way traced herein.
