Resumo

Objective – This study, based on the proposed research, aims to understand the identified challenges at the Ministry of Communications for implementing the Performance and Management Program. Additionally, it seeks to delve into the topic, its concepts, evolution, theoretical framework, and regulations.
 Methodology – This is an exploratory-descriptive study employing bibliographic research, citations, as well as collection and analysis of qualitative and quantitative data. This approach was chosen due to the limited knowledge on the subject, either to make it more explicit or to formulate hypotheses. Interviews were conducted with MCOM managers involved in the program, along with analysis and direct observation of the results presented by the software created to monitor the program's outcomes within the ministry. Results – The research underscores the Performance and Management Program in the federal public administration as a contemporary management tool that can provide resources and guidelines to achieve government's strategic objectives, enhance efficiency, and promote well-being. The study focuses on the evolution of telework, a component of the program, and its implementation at the Ministry of Communications. Limitations – The primary limitation of the research is precisely the program's lack of maturity, as well as the limited data collection from only one public entity whose implementation was examined. Applicability of the work – Based on the results, the Performance and Management Program is presented as a promising management tool that also faces challenges, such as the lack of clarity in goal-setting stages and performance evaluation. The research aims to contribute to the advancement of the program by highlighting its potential and the significance of addressing its weaknesses for more effective and transparent management. Originality – While the concepts of management and performance are central in administration, the originality of this study lies in its focused analysis of the PMP, investigating its implementation, challenges, and impacts, with the intention of contributing to more efficient and results-oriented management.
