O Papel da avaliação de políticas públicas no contexto dos governos locais

Resumo

This research seeks to present the importance of the evaluation of the local governments public policies of the discussion on the State Reform, that has much contributed for the formation of the current public policies. Therefore, a literature revision was carried out, in which, on one side, the Reform is presented from the modernization of the public administration, with the gerencialist principles, that regard the evaluation as a control instrument of goals. On the other hand, in a perspective of magnifying of rights and popular participation, in the societal source pointed by Paula (2005), the evaluation is understood as an instrument that comes to assist the State in the coordination politics of the social interests. In this movement between the efficiency, effectiveness and magnifying of rights, a thing is certain, the public power starts to awake for the responsibility in the rendering of accounts of its action to the society. However, it is necessary to pay attention to the qualification of these evaluation practices. In this context, the proposal of Rodrigues (2008) regarding the evaluation practice in depth is considered.
